Hotspot build: remove workarounds for SS10 compiler bugs 6233962 and 6234407

    Description

      /java/devtools has been updated for a while now with SS10 compilers which include the patches for these bugs (117832, 117846). It should be safe to remove the workaround which lowered the optimization level for certain files in the fastdebug build.
