the following specification changes are proposed:
1.) allow use of <java> tag as replacement for <j2se> tag in jnlp file
(in sections 0, 1.4, 3.1, 3.8.1, 4.1, 4.6, 6, 6.1.2, 6.4, and appendix C.)
We will allow either <jese> or <java> to mean the same thing.

2.) Change the examples of "href" element of the <j2se> element to refer to a URL not containing "j2se" (section 4.6.1)

3.) EOL 1.2 - Java Web Start 1.6 should only support java version 1.3.0 and later.
(sections 2, 4.1, 4.6, and 6.4).
