This occurs right from 1.5, only on Windows. Calling toBack on a modal dialog which blocks a frame, sends the modal dialog behind the frame.

To reproduce:
1. Run the attached testcase
2. Click on the Click me button. If the dialog goes behind the blocked frame, bug is reproduced.
