The Windows C/C++ compiler optimization flags were a bit confusing in the J2SE
area, this just trys to clean this up and use more appropriate options for the
different libraries.
Tried to make it work more like the Solaris/Linux CC_HIGHEST_OPT/CC_HIGHER_OPT/CC_LOWER_OPT
mechanism.
