The Sanity checks for the j2se, deploy, install, and control workspaces
could be consolidated.
This RFE moves the j2se sanity checks to make/common/shared/Sanity.gmk
with rule names sane-* so that the other workspaces could share these same
sanity checks without duplicating the make rules.

This should address some of the copied sanity checks having different text
for error/warning messages too.

This should make it easier to update the sanity checks that were duplicated.
