we will implement three small features using this CR

1. remove make/plugin/jdhelper directory. this was supposed to happen using CR
   6300229, but there was an error in the method used to delete the directory in
   the workspace.

2. remove the install() method. as we refine the spec and the use cases, it becomes
   clear that the install() method should not be provided.

3. fix the masthead scaling issue. right now the bitmap graphics that are used for the
   Download and Security dialogs do not scale with the rest of the dialog box.
