Need to upgrade Jaws system cache from 1.5.0 to 6.0

Tested OS : generic
Tested Build : mustang build 45

Steps to reproduce :

1. Install tiger update 4
2. Configure system cache
3. Import notepad application into system cache
4. Import draw application into user cache
5. Install mustang build 45
6. Launch javaws -viewer
7. Make sure that cache update is happening to 6.0
8. Choose Applications from Show combo box
Draw application is listed
9. Choose System Applications from Show combo box

Notepad application is not listed

Expected Behaviour : Notepad application which is cached using 1.5.0 should be upgraded to 6.0 system cache
