Steps to Reproduce:
-------------------
1) Install jre
2) clean cache
3) Launch java ControlPanel (./ControlPanel)
4) Click on "Network Settings..."
5) By default "Use browser settings" is chosen
6) Use down/up arrow key to navigate through the rest of the options
When focus is on any option, that option has to be chosen automatically; but here the user has to click on spacebar to select it.
Also, when option "Use proxy server" or "Use automatic proxy configuration script" is selected after pressing the spacebar, navigation to rest of the options is not possible by using up/down arrow keys; <tab> key is need.
Actual Behavior:

Navigating through the radio button options using up/down arrow keys, does not select the option automatically. Another key stoke is needed to select the option. And, also after an option is selected, up/down arrow key navigation to the rest of the options is not possible
