The PC/SC TerminalFactory is currently registered in the SUN provider. We should create a separate SunPCSC provider because (a) those are logically different functions that should not mixed into the SUN provider and (b) because that makes it easier for people who want to use their on JSR 268 provider instead of ours by default.
