Install JRE bundle on windows OS, the two buttons in the license dialog, "accept" and "decline", are not localized. The strings are not in ULA or ULA does not handle them.
There are some inproper translations in JCP. They are already in ULA and will not be automatically changed in message synch.

1. In General tab of JCP, the button label for "View" button is not translated correctly. It should be same with the translation in jdk 5.0.

2. In Java tab, in the tooltips of the two buttons, word Runtime is translated into chinese. They should be untouched in English.
