fastdebug rt.jar is missing LocalVariableTable?

I exploded a fastdebug rt.jar and I couldn't find any LocalVariable information.
The classes in the build area seem to have them, but the rt.jar doesn't.

Could pack be removing them? But pack is run by the install process? And the fastdebug image is not processed into install bundles. Could the deploy makefiles be removing things?
Needs investigation, maybe I'm wrong.
