Launching IE followed by JCP displays "Browser Settings changed" message

Tested OS : Windows 2000
Tested Build : mustang build 50

Steps to reproduce :

1. Install mustang build 50
2. Clear cache
3. Launch IE 6.0 browser
4. Close the browser
5. Launch Java Control Panel
Getting the following message "Browser settings changed. Changes will be in effect after restart of browsers" with ok button.
Once the ok button is clicked, able to see java control panel
Because of this, some of the deployment tests are failing
