online installers running in English will fail during reinstall with TRANSFORM error

      Steps to reproduce

      1. Install the jre online installer on an English machine
      2. Run it again, and click "Yes" to reinstall
      3. You will see an "Error applying transforms" error
      tried on latest build of vista b5381 for b83 still reproducible.
