Steps to reproduce :

1. Install mustang PIT build 52
2. Clear Cache
3. Launch Java Control Panel
4. In the advanced tab, set the shortcut creation to "Prompt User"
5. Launch any application which has <> in the title.
for eg., <title>Test Characters !@#$%^&*()-_=+\|:;'/?.," <>Test</title>

Desktop Integration Warning "The application would like to create shortcuts. Do you want to contiue ?" is displayed
6. Press ok
Getting the following error : "Unable to create a shortcut for Test Characters ...."
and the application is launched

The above bug is applicable if the title has just nul ie, like the follwoing : <title>nul</title>
