Steps,
1.Configure IE(Internet Explorer) with the wrong Proxy Settings.
2.Start the JRE Installation.
3.It will show the Pop up window "The Installer cannot proceed with the current Internet Connection proxy settings. Please check installation notes for more information".

With the correct IE configuration JRE installation works fine.

And this messages also mentions about installation notes. No installation notes will be available along with the install bundle.
