Change TimeZone display name for Timor-Leste

    Description

      In tzdata2005m, timezone rule name for Asia/Dili was changed from "TPT" to "TLT".
      We should support this in Java. i.e.
        TPT -> TLT
        East Timor Time -> Timor-Leste Time
