Microsoft added 9 new locales as an add-on hotfix to their Windows XP SP2 as follows:

      http://support.microsoft.com/?kbid=897338

      Those locales include:

      # Bosnian (Cyrillic, Bosnia and Herzegovina)
      # Filipino (Philippines)
      # Frisian (Netherlands)
      # Inuktitut (Latin, Canada)
      # Irish (Ireland)
      # Luxembourgish (Luxembourg)
      # Mapudungun (Chile)
      # Mohawk (Mohawk)
      # Nepali (Nepal)
      # Pashto (Afghanistan)
      # Romansh (Switzerland)

Windows JRE needs to detect these locales and should set its default locale properly.
These new locales are known as "Elk v2".
