The undocumented configuration option "omitInitialize" is a little dangerous because it can cause a crash if used incorrectly. Because it has been obsoleted by the changes made for 5060110, we should probably just turn it into a no-op. If we want to be conservative, we could turn it into a no-op by default but preserve its meaning if a special system property is set.
