javaws -system displays "Unable to launch the application" instead of javaws usage

Tested Build : Mustang build 54
Tested OS : All

Steps to reproduce :

1. Install any mustang build from 52 to 54
2. Clear cache
3. Go to jre1.6.0/bin
4. Type javaws -system
Getting the following error message "Unable to launch the application"
5. Now configure the system cache using javaws -userConfig deployment.system.cachedir /tmp
6. Again type javaws -system
Nothing is displayed other than javaws splash screen

Expected Behaviour : When the system cache is configured or not, javaws -system should display javaws usage
