HPROF file dumps on Windows slower than expected

      Subject says it all and the problem can be easily reproduced/verified.

      It is believed the main cause is unbuffered I/O. Testing with 512MB heaps
      resulted in ~60 seconds to dump the HPROF file. A temporary fix of the
      buffering issue was tried and this reduced the dump to 23 seconds, which
      seems more reasonable.
