In Java API documentation project, linguistic reviewer found some inproper translations in the HTML template, such as inproper translation of "since", "constructor". Both standard and internal doclets need to be updated, to make the html file generated by javadoc contain tag/links with correct translation. This prolem also happens in 5.0, as both jdk use the same set of resource files.
