Steps to Reproduce:
-------------------
1) Change locale to French (France)
2) Install jre b56 (Note that the installation dialogs are in French)
3) Clean cache
4) Launch JCP
5) Move mouse over "About" button (displayed as "A propos de..." in french) on General tab

Tooltip has the word J2SE ("...J2SE Runtime Environment")


Expected Behavior:

Tooltip should not have the word "J2SE" in it
