JCP launched in French locale displays certain dialog text/window title/tooltips in English

      Steps to Reproduce:
      -------------------
      1) Change locale to French (France)
      2) Install jre b56 (Note that the installation dialogs are in French)
      3) Clean cache
      4) Launch JCP

      The following cases display text in English instead of French:

      * a) Goto "Update" tab on JCP
        b) Click on "Update Now" button
        Note: The text "You already have the latest Java(TM) Platform on this system." and it's dialog Title "Java(TM) Update" are in English
        
      * a) Goto "Security" tab on JCP
        b) Click "Certificates" button
        c) Select "Client Authentication" key store with User tab
        d) Click "Import" button
        e) Select poonam.p12 certificate (certificate attached - poonam.p12)
        f) Enter password (password specified in comment section) when the "Authentication Required" dialog asks for password to access file. Press OK
        
        Now the dialog asks for password to access client authentication keystore, which has the text in English (password specified in comment section)
         
      * After the certificate is imported, Remove the certificate by clicking "Remove" button
        Note: The password dialog displays text in English
        
      * a) Click "Settings" in General tab on JCP
        b) Move mouse over "Restore Defaults" button
        Note: Tooltip for "Restore Defaults" is in English
        
           
      Expected Behavior:
      ------------------
      When JCP is loaded in French locale, all window/dialog/tooltip text should be displayed in French
