Steps to Reproduce:
-------------------
1) Change locale to French (France)
2) Install jre b56 (Note that the installation dialogs are in French)
3) Clean cache
4) Launch a JNLP application (./javaws http://java.sun.com/products/javawebstart/apps/notepad.jnlp)
5) Launch cache viewer
6) Select the application
7) Right click on the selected application
Note: The menu items Launch Online/Offline and the following items are in English; whereas "Launch Online/Offline" from Run menu are in French

Also, when "Applications"/"Resources"/"Deleted Applications" is chosen in Show menu, the tooltip for all the buttons are in English

8) Delete the selected application
9) Goto Deleted Applications
10) Select the application and re-install
The text in the progress dialog is in English

Also, the tooltip for the field titles on the table listing the applications/resources are in English


Expected Behavior:

When French locale is chosen, all text/tooltip/window title on Cache viewer should be displayed in French
