Steps to Reproduce:
-------------------
1) Change system to French (France) locale
2) Install 32 bit jre
3) Launch Java controlPanel

Note that the hotkey (keyboard shortcut) is missing for "View..." button to launch the cache viewer


Expected Behavior:
-----------------
"View..." button to launch cache viewer should have hotkey (keyboard shortcut) in French locale as seen on English locale
The same problem is also in German.
