keyboard writes cyrillic chars instead of localized chars in java 1.3.1

      Description: keyboard writes cyrillic chars instead of localized chars.

        If you try to input some local specific char (for example 'SHARP S' \u00df or
        N WITH TILDE \u00f1) you have got some cyrillic chars in java application.

        It happens on Solaris10 x86(32) 74L2a. Tested in DE and ES locales.

        - SunOS ptakopysk 5.10 Generic i86pc i386 i86pc
        - Solaris 10 1/06 s10x_u1wos_17 X86


      Reproduce Step(s):
        - login with specific locale
        (- switch the keyboard layout by gnome keyboard applet)
        - install java sdk
        - run 'java -jar $JAVA_HOME/demo/jfc/SwingSet2/SwingSet2.jar'
        - try to insert some local specific char (for example German SHARP S \u00df)


      Reproducible in previous releases(s)?
        - 1.3.1_16 b02 (fcs) has the same problem

        - 1.4.2_11 b01 and mustang works fine
        - 1.3.1_17 b01 works fine on Solaris10 sparc
