Disabling cache should disable "Delete Files..." button or avoid Error dialog popup

      Steps to Reproduce:
      -------------------
      1) Install jre b63
      2) Launch Java ControlPanel
      3) Click on "Settings..." on General tab
      4) Uncheck "Keep temporary files on computer."
      5) Click on "Ok" to dismiss the dialog
      6) Click "Apply" on JCP to save changes
      7) Click on "Settings..." again
      8) Click on "Delete Files..."
      9) Click on "Ok" button (with both the options checked on Delete Temporary Files)
      10 Click "Ok" dismiss "Temporary Files Settings" dialog

      "Application Error" - Unable to uninstall application(s) dialog pops up.

      Expected Behavior:
      -----------------
      When deleting temporary files, the error dialog "Unable to uninstall application(s)" should not pop up or if the dialog showing up because caching is diabled, is a right behavior, then "Delete Files..." button should be disabled when "Keep temporary files on computer." option is disabled.
