Steps to Reproduce:
-------------------
1) Install jre
2) Lanuch JCP
3) Click on "Java" tab
4) Click on "View..." button for "Java Applet Runtime Settings"
5) Move the mouse over the field under "Java Runtime Parameters" table title, where the paramter are entered

Notice that the tool tip is empty as the value of paramter is empty, which is not required.

When the value of the parameter field is empty, a tooltip with no text being shown is un necessary.
