REG:javaws -system does not display any error message when system cache is not configured

Tested OS : generic
Tested Build : mustang build from 61 to 64

Steps to reproduce :

1.Install any mustang build from 61 to 64
2.go to jre1.6.0/bin
3.Don't configure system cache
4.type javaws -system
Nothing is displayed except the splash screen

Expected Behaviour :
It should display "Unable to launch the application" as system cache is not enabled
