Launch Control Panel , click setting button on General Tab
In "Disk Space" - "Set the amount of disk space for storing temporary files: " ,click maximum radio button and set to 1 MB
"Apply" and close the control panel
3.Launch ( or import ) a webstart app which need cache size larger than the max cache size (1 MB), say "http://bugster.central.sun.com/bugster.jnlp" .

The application be launched successfully and everything got cached .
