REGRESSION: getDOMImplementation("XML") returns null

      Bug 5089570 complained that DOMImplementationRegistry.newInstance().getDOMImplementation("XML") returned null. That bug was supposedly fixed in Mustang b61. But the test program from the bug fails with Mustang b65 in exactly the same way as before the fix.
