I've checked java update first (the update police was set to http://webwork.sfbay.sun.com:8081/update/1.5.0/map-1.5.0.xml, registry was cleaned for ..\Google\NavClient\sentfs keys, IE6.0 was used, IE was default browser), when it failed to offer any tollbar I've checked offline files (jdk-1_5_0_06-windows-i586-p.exe jre-1_5_0_06-windows-i586-p.exe
jdk-1_5_0_06-fcs-bin-b05-windows-i586-p-20_dec_2005.exe

jre-1_5_0_06-fcs-bin-b05-windows-i586-p-20_dec_2005-sponsor.exe)
got from jqa.ireland (/net/jqa.ireland/export/home2/jdk/1.5.0_06/plus/b01/bundles/windows-i586)
BUT GTB and GDS are not offered during setup for each case. There was checked on w2k-pro and on w2k3-std, xp-pro
