Steps to Reproduce:

1. Install jre1.6.0b65 and clear cache
2. Launch Control Panel and set the "Shortcut Creation" to “Always allow”
3. Launch this jnlp : http://web-east.east/javaws/tiger-unit/4812563/case3.jnlp
This jnlp file has 1 related content element. It is a help file located within a native jar included as a resource to the app. For this reason, it is necessary to accept the security dialog to load this application.
4. Click the created startmenu shortcut :"rc-case3" - "Native rc Help"
The default browser was launched with a error utl
"jar:http://web-east.east/javaws/tiger-unit/4812563/nativelib.jar!/rchtml.html"
It should launch the default browser to show the native help file.
