Currently the offline & online installers built by RE use production xml files. If xml file is not staged or QE needs to test with different xml file, there is no way to test them.
The only way online installer can be tested by providing the cmd line option
/installurl. But there is no way for offline installer. This is a problem since toolbar work
is introduced in 5.0U5
