Bug Info:

PopupMenu always shows fade effect even changed to scroll effect in windows.

Steps to Reproduce:
===================
Set the following setting in windows.

1.Right click on windows desktop and select 'properties' option.

2. Select 'effects' tab in display properties window.

3. Select scroll effect option from the visual effect frame.

Scenario1:
==========
1. Run the attached code

2. Click on 'ScrollEffectMenu' in app.

Expected Behavior:
==================
The drop down menu should show with scroll effect.

Actual Behavior:
================
The drop down menu has been shown with fade effect.


Scenario2:
==========
1. Click on 'Click Me' button.

Expected Behavior:
==================
The context menu should appear with scroll effect.

Actual Behavior:
================
The context menu has been shown with fade effect.
