Fix the fetch of jvmti.html with non-control builds

      Builds of the jdk outside a control build is not finding a valid jvmti.html

      If the default would be $(JDK_IMPORT_PATH)/../../ when HOTSPOT_IMPORT_PATH
      is not set, then this should work.

      Needs a little experiment.
