If a user has not already accepted the license as a condition for acquiring the install bundle, the user should be prompted to accept the license on the first use of the Java Plug-in. For example, this would happen if Java has been pre-installed on a Linux distribution, or if Java is automatically installed on a system as a result of installing other components that make up distribution set.
