PIT: unable to launch the "help file" on browser from created applications shortcut

tested build : mustang PIT build 70
tested os : solaris 10 (JDS)

1.Install mustang PIT build 70
2.Clear javaws cache
3.Launch the application http://web-east.east/javaws/tiger-unit/4812563/case3.jnlp
After allowing security dialog, shortcut to application is created with the help file on the menubar.
application shortcut is available on the desktop
4.Go to the "rc-case3" menu and click on the help html file "Native rc Help"
help file is not opened on the browser. it can be noticed that it is getting opened in the editor

Expected behavior : the help html file should open in a browser
