Steps to Reproduce:
-------------------
1) Install jdk on windows 2000
2) At the license Agreement dialog, click on the license agreement text
3) Press Control - A keys to select the text

Note that the license agreement text is not selected, but the "Accept" key has been clicked and the wizard takes to the next screen.

This behavior is seen only on Windows 2000


Expected Bahavior:

Pressing Control-A should select all the text as seen on other flavors of Windows
