Tooltip grayed on solaris/linux and seen enabled on Windows (JCP)

      Steps to Reproduce:
      -------------------
      1) Install jre on Solaris/Linux
      2) Clean cache (\rm -rf ~/.java)
      3) Launch Java ControlPanel
      4) click on "Settings..."
      5) Uncheck "Keep temporary files on my conputer."
      6) Click on "Delete Files..."
      Note that the check box option "Applications and Applets" is unchecked and disabled (which is expected)
      7) Move the move over the disable text "Applications and Applets" to see the tooltip.

      The tooltip is also disabled/grayed. This behavior is seen only on Solaris/Linux. The same case on Windows is the regular tooltip (not grayed/disabled)


      Expected Behavior:
      -----------------
      The tooltip for "Applications and Applets" when the option "Keep temporary files on my conputer" is unchecked should be "Not Grayed/disabled" as seen on windows
