this is for performance tuning of download engine and cache in mustang

the follow issues will be addressed in this bug:

1. currently the cache performance will slow down as the cache size increaese, this is because everytime we need to do a cache lookup, we need to go thru the cache directory and look for the matching cache file name.

2. startup regression in bugster application - mustang is slower than 5.0u6
