WinLAF: JSpinner is too short and spin buttons are drawn squashed

JSpinners are not drawn correctly under the Windows Look and Feel when running on Windows XP. The spinner is two pixels too short. This causes the buttons to each lose a vertical pixel, resulting in the arrow parts being too close together and the rollover from one arrow button will draw slightly on top of the other arrow button.
