5.0u7_IS2 Java Control Panel does not launch after JRE installation

System Configuration: Microsoft Windows XP Professional (Service Pack 2). Intel XEON CPU 1.8GHz. 1.78GHz, 1Gb of RAM.

I install jre from http://nanjing.east.sun.com/5.0u7_IS2/jre-1_5_0_07-fcs-bin-b05-windows-i586-p-23_feb_2006.exe
JRE installs successfully, however I am unable to launch the Java Control Panel.
I re-installed this several times but still the same result each time.

I did the following quick test to rule out resolution/color-depth problems.
I installed jre from the following location (these were PIT bundles from 16Feb):
http://j2se.east/plugin/1.5.0_07-nightly/2006-02-16.21_07/jre-1_5_0_07-fcs-bin-b05-windows-i586-p-16_feb_2006-s.exe
I am able to launch the Java Control Panel using the 16-Feb bundle.

Note: Resolution was 1024 x 768 and color-depth was Highest (32-bit) for ALL installs.

SUMMARY: Cannot launch JCP using 23-Feb PIT IS2 bundles. JCP launches ok with 16-Feb bundles.

I select Product->Java, Category->Java and Subcategory->Install for this CR. Please correct these if they are wrong. Thanks.
