We got new failure: Bat_security_negative.jnlp test fail. (It is simple one - trying to execute unsigned jar).

Looks like behavior is changed: before it was a pop-up with "Unable to launch the application" with Error:
"Unsigned application requesting unrestricted access to system", now it is just silent: nothing coming,
nothing launching.
To reproduce:

- install nightly jre build from /net/dig-dug.east/bigtmp/deployment/1.6.0/nightly/2006-03-01
- try to run test:http://nicole1.sfbay.sun.com:8080/JavawsMustangIntegTest/hellojaws/BAT_security_negative.jnlp
- nothing happening
