JRE installation is hanging on windows 98 and Windows ME while doing Java Update from 1.5.0_07 to Mustang. Same is working fine(Installs JRE without any problem) on all other platforms.

Steps to reproduce:
===================
1. Install JRE from " /net/dig-dug.east/bigtmp/deployment/1.5.0_07/nightly/2006-03-05 ".
2. Add registry key
   [HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft\Java Update\Policy]
"UpdateServletURL"="http://urts071.india.sun.com/results/plugin/raj/update/mustang.xml"
3. Click "Update Now" from Java Control Panel.
4. JRE is not installing.
5. Screen Shot is attached to the bugster.

Observation:
============
- Tried to Update from 1.5.0_07-b05(PIT BUILD) to Mustang Update1
- Tried to Update from 1.5.0_07-b05(PIT BUILD) to Mustang Build71

In both the cases installation is hanging.

Tested on :
Windows XP-Pro -- PASSED
Windows XP-Home -- PASSED
Windows 2003 SE -- PASSED
Windows 2000 Pro -- PASSED
Windows 98 SE -- FAILED (HANGED)
Windows ME -- FAILED (HANGED)
