regression test java/text/Format/TimeZoneNameTest.java failed on 1.3.1_18b1 but passed on previous 1.3.1_17b2

The reason of test failed :
TimeZoneNameTest {
  Test4112924 {
    America/Indianapolis: wrong short name: "EDT" (expected "EST")
    Uncaught exception thrown in test method Test4112924

How to reproduce.
To reproduce run JTreg with appropriate JDK (1.3.1_18b1)
the used workspace is placed on /net/latte.ireland/deployment1/regtests/131u18/
the JTreg is placed on /net/latte.ireland/deployment1/sqe-tools2.1.6fcs
to run please follow instructions http://jqa.ireland/procedures/test_procedures/141_test_procedures/RegressionTestExecution.html
And add the -automatic -bug:4112924 flags to that script.

Also please patch solaris by 121208_03 patch
and change system date to last week of March'06 . \it was the test environment.
