The http server api defined in com.sun.net.httpserver is defined
in mustang and depends on one new API in mustang (javax.net.ssl.SSLParameters).

We need to add some methods to HttpsParameters which does a subset of
what SSLParameters does, so that we can make the HTTP server implementation available on tiger.
