Synopsis: jre is installing in default c:/ drive instead of OS directory for 131_XX in all windows.

Note :
------
1) Test to be done in dual boot OS System.
2) Like : May be c:/ drive one windows OS and D:/ drive another windows OS.
3) It happens only when you are going to install 131 jdk.(JDK Installs fine but not jre)
4) But if you install jre only it works fine.
5) But 131FCS( build 24) build works fine.


To Reproduce:
-------------
1) Try to install 131_18-b01 in D:/ drive OS system.

Observation:
------------
jre installing in c:/ drive.
jre expected to be installed in D:/ drive.
