With Java update->"Before downloading" option, notification comes up before downloading and before installing

Tested Build : Mustang b77
Tested OS : Windows

1. Install mustang b77
2. Launch Java control Panel
3. Go to Update tab
4. In the combo box, choose "Before Downloading" option
java update notification comes up before downloading as well as before installing
Also the text shows the following though the option chosen was "Before Downloading" :
"You will be notified before the update is downloaded and before it is installed"

Expected Behavior :
As per the option, the notification should be only once before downloading the java update.
Also, the message should display "You will be notified before the update is downloaded" or "You will be notified before the update is downloaded and installed"
