An Application modal dialog is supposed to block all the windows in the application and none of the components in the blocked window must be clickable when the modal dialog is active. But textarea scrollbar can be moved & able to read the contents of the textarea.

This works fine till Mustang b42, but fails in Mustang b48. So this must be introduced some where between b42 to b48. Hence this is regression.

Step to reproduce

1) Run the attached progra,.
2) Type some character into the textarea, such that you can see both horizontal & vertical bar.
3) click on the 'Click Me' button. You can see a dialog.
4) Click the parent frame , click on the 'Click Me' button & check box. northing happens, you can see the dialog flickering.
5) Click on the textarea scrollbars , you can see the dialog flicker . move the scrollbar , the scrollbar moves. If this happens the same, then the bug is reproduce.
